GCE manages relationships with various faith-based organizations, businesses, communities, philanthropic stakeholders, trade associations, and advocacy groups. We collaborate with community engagement, economic partnerships, strategic initiatives, and community benefit programs to align our efforts with the broader goals of Johns Hopkins University and Medicine.

These partnerships help us effectively represent both community and institutional interests in policy developments across all levels of government.

Key Regions of Focus


Maryland


By bringing experts to the table to help policymakers and advocating on behalf of four Johns Hopkins hospitals within Maryland, we align Johns Hopkins' capabilities with the needs of Maryland communities.

Our office coordinates outreach and engagement activities across Baltimore City, focusing on communities surrounding the East Baltimore, Homewood, Peabody, and Johns Hopkins Bayview campuses. We also oversee outreach and engagement initiatives at Johns Hopkins campuses beyond the Baltimore area.

Washington, D.C.


GCE oversees government relations for the Johns Hopkins Bloomberg Center and Sibley Memorial Hospital in Washington, D.C. We engage with District of Columbia elected officials on various initiatives addressing healthcare and public policy in the nation’s capital.

Johns Hopkins Health System is proud to serve 45,000 Virginia patients each year. Our office works with state and local governments in the Commonwealth of Virginia to advance shared objectives in healthcare, research, and community support.

GCE researches legislative and community issues affecting Johns Hopkins and surrounding regions. We engage with local leaders, policymakers, and advocacy groups to align Johns Hopkins with community and policy goals in our areas of interest.

GCE communicates with elected officials to advocate for legislation, executive orders, agency rules, government positions, and the negotiation, award, or administration of government contracts, grants, loans, permits, or licenses that align with Johns Hopkins’ objectives.

Compliance & Reporting


All lobbying efforts comply with strict regulatory requirements, ensuring transparency and ethical conduct. Our office also advises affiliates on appropriate lobbying practices, ensuring that Johns Hopkins complies with all legal guidelines, including prohibiting using government funds for lobbying activities.

We adhere to specific guidelines regarding campaign activity and interactions with elected officials to uphold the highest ethical standards.
