The Office of Government, Community & Economic Partnerships (GCE) brings together passionate professionals committed to strengthening the bonds between Johns Hopkins and our communities. Our team combines expertise across healthcare, education, government, law, finance, business, community organizing, and more, enabling us to address complex challenges with a comprehensive approach.

Hosanna Asfaw-Means

Senior Director, Community Health Investments
Hosanna is the Director of Community Health Investment where she leads community health investments across Johns Hopkins University and Johns Hopkins Health System. She has more than 15 years of experience working in the public health arena.

Education

Hosanna has a B.A. from the University of Michigan, Ann Arbor, and an MPH from The George Washington University.
Aram Boykin headshot

Aram Boykin

Program Manager, P-TECH, Education Initiatives
Aram C. Boykin Sr. has worked in a variety of public and non-profit academic environments in both secondary and post-secondary school settings. As a visionary leader and school climate expert, Mr. Boykin has served diverse student populations, helping mold young people throughout urban communities in Baltimore, Washington D.C., and his hometown of Philadelphia.

Education

He is a proud graduate of Lincoln University where he earned a Bachelor of Science in Biology. He currently attends Morgan State University, where he obtained his Master of Arts in Teaching, and is working to complete his doctorate in Urban Educational Leadership.

Al J. Browne

Director, Ward Infinity, Economic Inclusion and Impact
Al develops the vision and directs the strategy, design, and implementation of the Johns Hopkins University and Health System social innovation accelerator—Ward Infinity. Ward Infinity focuses on solving social determinants of health, health equity, and helping founders build minimum viable products and economic stability in Washington DC’s most underinvested communities.

Education

Al holds graduate and undergraduate degrees and concentrations in Forensic Anthropology/Psychology and Organizational/Clinical Psychology. He has served on many boards and is an adjunct Professor at the Catholic University of America and Washington Adventist University.

Pat Carroll

Community Relations Manager, Community Affairs & Engagement
Pat’s role includes managing programs to educate the community (youth and seniors) and employees about wellness and health promotion, including exercise, nutrition, and injury prevention education.

Education

Pat has a high school diploma and over 37 years of experience as an employee of the Johns Hopkins Bayview Medical Center. She was first employed as a clerk for the administrative offices and has advanced over the years in the administration, community relations, and nursing administration offices.
Roxanne Clement-Rorick headshot

Roxanne Clement-Rorick

Economic Impact Program Manager
Roxanne Clement-Rorick is the Economic Impact Manager for small business development programs in Baltimore. She fosters partnerships across organizations to build robust workforce pipeline initiatives.

These initiatives include youth internship programs, continuing education opportunities, and capacity building for small businesses. She has over 10 years of experience in youth services, community-focused workforce development, and public health research.

Education

Roxanne earned her Master’s in Public Health from the University of California, Berkeley. She has a BA in kinesiology and a minor in music from the University of San Francisco.

Annie Coble

Assistant Director, Maryland Government Affairs
Annie is a member of the Government Affairs team and is responsible for advocating to the State of Maryland on behalf of Johns Hopkins University and Medicine on all legislative, regulatory, and policy issues. Her areas of focus include healthcare financing and behavioral health.

Education

Annie has her M.S.W. from Boston College and earned her BA in Social Work and BA in Health Studies from Monmouth University in New Jersey.

Kim Downes

Community Relations Program Manager
In her role, Kim is responsible for managing external requests and ensuring that sponsorship investments align with the strategic direction and priorities of the Johns Hopkins University and Johns Hopkins Health System.

Kim brings more than 20 years of experience in the corporate sponsorship field. Previously, Kim was at CareFirst BlueCross BlueShield, supporting event sponsorships, matching gifts, and employee engagement efforts through corporate-wide volunteering.

Education

Kim received her AA in general studies from Anne Arundel Community College.

Nicole Earl

Administrative Specialist
Nicole provides administrative support to our Community Engagement and Community Health Investment Teams. She brings over a decade of experience in administrative support and event planning and combines those with a genuine passion for helping teams and projects succeed.

Education

Nicole has studied Business Administration at the University of Maryland and earned her associate's degree in Accounting from the Community College of Baltimore.

Brandon Floyd

Associate Director, Maryland Government Affairs
Brandon is a government relations professional, responsible for advocating on behalf of Johns Hopkins University & Medicine on legislative, regulatory, and policy matters in Maryland.

Before joining Johns Hopkins, Brandon served as senior policy analyst on the Government Affairs and Policy team at the Maryland Hospital Association.

Education

Brandon has a B.S. in Healthcare Management and Policy from Georgetown University, and a J.D. from the University of Baltimore School of Law.
Lynette Floyd headshot

Lynette Floyd

HR Liaison, Administration and Governance
Lynette has been with Johns Hopkins for more than 20 years. She works closely with the Chief of Staff as HR lead and administrator for Sponsorships. Prior to joining GCA, Lynette was a Government Relations Associate for the Office of Government Relations at the Johns Hopkins Health System.

Education

Lynette attended the College of Notre Dame.
Sherry Fluke headshot

Sherry Fluke

Associate Director, Administration and Governance
In addition to handling GCA's financial administration, Sherry is the Project Manager for the triennial Economic Impact Report. She is responsible for the annual Community Benefit Report for Johns Hopkins Hospital and the triennial Community Health Needs Assessment for the Johns Hopkins Baltimore hospitals. She also supports GCA’s lobbying reporting efforts.

Education

Sherry has her M.B.A. from Pennsylvania State University and completed her B.B.A. with a concentration in computer applications from Penn State. She also attended the University of Maryland, College Park.

Sona Gandhi

Director, Economic Impact
Sona Gandhi is the new Director of Economic Impact at Johns Hopkins University & Medicine. Sona has over 25 years of experience working with entrepreneurs and small businesses in marginalized communities worldwide. Sona comes to us with a background in microfinance, management consulting, and investment banking.

Education

Sona has an MBA from the Wharton School at the University of Pennsylvania and speaks Spanish, French, and Gujarati.
Sudanah Gray-Myers headshot

Sudanah Gray-Myers

Financial Analyst, Administration and Governance
As a Financial Analyst, Sudanah works closely with the Financial Manager, handling day-to-day financial activities. Sudanah also acts as a reporter for the Community Benefit Report for both JHH and Bayview.

Education

Sudanah has a BA in Business Administration and Fine Arts with a concentration in Radio, TV, and Film from Howard University.

Chrystal Green

Assistant Director, Community Engagement
Prior to joining GCA, Chrystal worked as a project coordinator and contract administrator at Johns Hopkins Health System. She also worked with the University of Maryland Family Medicine, Rouse Community Center in Sandtown-Winchester, The Renaissance Center, and Black Entertainment Television (BET).

Education

Chrystal earned a BA in Psychology from Spelman College and a Masters of Education in Counseling Psychology from Howard University.
Ann Harbour headshot

Ann Harbour

Director, Government Affairs for the Commonwealth of Virginia
Ann Harbour is the Director of Government Affairs for the State of Virginia. Prior to working at Hopkins, Ann was the Director of Government Affairs at CareFirst BlueCross BlueShield, where she worked to implement proactive strategies to advance CareFirst’s mission of quality, affordable health care.

With over a decade of health policy experience, Ann has worked for both commercial and Medicaid health plans as well as Inova Health System. Before moving to Northern Virginia, Ann worked for the Virginia Association of Health Plans and the Virginia House of Delegates in Richmond.

Education

Ann is a graduate of LEAD Virginia and the Sorensen Institute for Political Leadership and an Alexandria Chamber of Commerce 40 Under 40 Honoree. She received a Bachelor of Journalism from the University of Texas at Austin and a Masters of Public Administration from Virginia Commonwealth University.
Lindsay Hebert headshot

Lindsay Hebert

Senior Director, Community Affairs & Engagement
Lindsay is the Senior Director for Community Affairs and Engagement. She and her team lead efforts in Baltimore City to develop the communities’ economic presence, strengthen community relations with the institutions, and build community services for and with the surrounding neighborhoods.

Before joining Hopkins, Dr. Hebert spent two years at a fast-paced tech startup, working as senior director for community-based organization (CBO) payments strategy at Unite Us. She was responsible for designing the infrastructure and processes to facilitate payments to CBOs for the referrals they received in the Unite Us software platform.

Education

Lindsay received her Bachelor's from the University of Florida and her Master's and Doctorate of Public Health from Johns Hopkins Bloomberg School of Public Health.
Michael Huber headshot

Michael Huber

Director, Maryland Government Affairs
Michael is a government relations professional with Johns Hopkins University & Medicine. He manages a complex portfolio of legislative and regulatory issues in the healthcare and higher education sectors.

Before coming to Johns Hopkins, Michael served for many years in the Baltimore City government, including serving as Chief of Staff to the Mayor. In that role, he advised the Mayor and helped lead the City through the COVID-19 pandemic and a spike in violent crime, among many other challenges.

Education

Michael has a B.A. from Knox College in Galesburg, Illinois, and a J.D. from the University of Illinois College of Law.

Nicole Iarrobino

Associate Director, Community Health Initiatives
Nicole brings deep expertise in equity-centered strategy, having previously led Inclusive Diversity & Equity (IDE) at Allstate, where she embedded IDE into enterprise operations and outcomes.

Nicole began her career at Johns Hopkins Medicine, leading Patient and Family Advisory Councils and launching the Vivien Thomas Diversity and Inclusion Mentorship Program. She also played a key role in vaccine equity efforts during the COVID-19 pandemic.

Nicole shares her life with her wife and two daughters, and enjoys music, travel, and community service.

Education

Nicole holds degrees from Mary Washington College (B.A., Sociology) and Northwestern University (M.S., Information Design & Strategy), and is a former AmeriCorps NCCC Team Leader.

Serina Johnson

Grants & Contracts Analyst
Serina has over 15 years of experience in healthcare including grants management. Her expertise includes pre and post-award functions, revenue cycle management, financial assistance programs, medical billing, and patient access coordination. She is joining us from JHU Biophysics department, where she performed a similar role, and has also spent time at the University of Maryland, Johns Hopkins Health System and Blue Cross Blue Shield.

Education

Serina attended Long Island University.
Rayna Jordan headshot

Rayna Jordan

Director, D.C. Government Affairs
Rayna is responsible for the legislative and public policy impact of Johns Hopkins University and Johns Hopkins Health System in the District of Columbia. She advises the organization on its stance on emerging issues, monitors and advocates for legislation, serves as the point person for relationships with D.C. government officials, and informs leadership of mission-related opportunities.

Education

Rayna earned her J.D. from Howard University School of Law and her bachelor’s degree from Temple University.
Netsanet Kibret headshot

Special Advisor, Administration and Governance
As Special Advisor to the Vice President for Government, Community, and Economic Partnerships, Netsanet works closely with Johns Hopkins University and Medicine colleagues to advance critical enterprise-wide government and community affairs priorities. In addition to directing and managing short and long-term initiatives, she leads the office’s budget, administration, communications, and policy teams.

Education

Netsanet earned her J.D. from Boston University School of Law and her B.A. in Political Science and Public Policy from St. Mary’s College of Maryland.
Justin Lane headshot

Justin Lane

Associate Director Baltimore City Government and Community
Justin advocates on behalf of Johns Hopkins University & Medicine in Baltimore City. His portfolio includes legislation, community development, and economic development.

Prior to joining the Office of Government & Community Affairs, Justin worked in local government for nine years at the Baltimore City Council and the Baltimore Development Corporation.

At the City Council, he drafted legislation and provided constituent services. At BDC, he focused on developing Baltimore’s Life Sciences and Biotechnology sector.

Education

Justin received bachelor’s degrees in Political Science and History and a master’s degree in Public Policy from the University of Maryland, Baltimore County.

Community Relations Manager, Community Affairs & Engagement
Shani is a dedicated community outreach and partnership professional with a deep commitment to serving diverse populations, especially the Latinx and Hispanic community. Her multicultural perspective, rooted in her Costa Rican upbringing and native Spanish fluency, allows her to build strong connections and drive impactful projects. Shani’s expertise spans strategic partnerships, event planning, project management, and community engagement.

Education

Shani’s academic background includes a Master’s degree in Social Responsibility & Sustainability and a Bachelor’s degree in International Relations with a concentration in Management of International Cooperation, both from the National University of Costa Rica.

Jennifer Mielke

Director, Baltimore City Government & Community Affairs
Before joining the Office of Government and Community Affairs in the fall of 2012, Jennifer worked in local government for fifteen years in various capacities. From 2005-2012, she worked at Baltimore Housing, focusing on neighborhood revitalization initiatives and affordable housing development.

Prior to her Baltimore Housing experience, Jennifer worked in the Mayor’s Office of Neighborhoods for four years, where she served as a liaison between communities and city government.

Education

Jennifer received a bachelor’s degree in politics from Lake Forest College and a master’s degree in urban and regional planning from Ball State University.

Gideon has spent the majority of his career working as a Financial Analyst in support of (as a contractor) and directly for the Federal Government, supporting DHS, the DoD, NASA, and other government customers.

Gideon has his M.B.A. in Finance from the Robert H. Smith School of Business at the University of Maryland and his B.A. in History from the University of Hartford.

Shatabdi oversees 11 community-led organizations that approach violence reduction through innovative approaches

Education

Shatabdi recently graduated with her Masters in Public Health from Johns Hopkins Bloomberg School of Public Health with a concentration on health policy and holds certificates in Health Disparities and Health Economics. She has her BS/MD from Avalon University School of Medicine.

Codie Perry

Alumni Manager, Economic Impact
Codie manages alumni engagement through a robust program offering 8-10 annual events, including webinars, in-person networking events, and educational clinics. He helps develop marketing materials and communications and collaborates with a consortium of partners to execute alumni programming alongside Babson, Goldman Sachs, and Bloomberg Philanthropies.

Education

Codie obtained his undergraduate degree from Boston College, graduating with a B.S. in Operations Management and a B.A. in Economics. He is pursuing his MBA at the Carey School of Business at Johns Hopkins University.

Kristina Pickering

Sr. Administrative Coordinator
Kristina Pickering is the Senior Admin Coordinator for the Economic Impact and Administration & Governance Teams. She has years of experience in various Johns Hopkins departments and programs. One of her previous experiences included being a Summer Intern at GCE in 2016. She also has experience working with local and national nonprofits, including the National Collegiate Honors Council, Transform MidAtlantic, and York Road Partnership. Her expertise spans event planning, volunteer management, program development and management, community engagement, and community outreach.

Education

Kristina earned her BA in Biology and Philosophy on the Pre-Medicine Track in the Honors Program at Notre Dame of Maryland University. She is also a former AmeriCorps Vista Member.

Michael Preston

Director, Community Affairs & Engagement
Michael has over 20 years of experience in community affairs, government relations, and communications. He has consistently succeeded in forging partnerships between business and community leaders, building bridges in the community through thoughtful strategic messaging and open communications.

Previously, Michael served in the Governor’s Office of Crime Control and Prevention, the Maryland Behavioral Health Administration, and the Empower Baltimore Management Corporation.

Education

Michael graduated from Towson University, where he received a BA in Mass Communication.

Selwyn Ray

Director, Community Affairs & Engagement
Selwyn oversees programs to educate and support our neighbors, leads the Medical Center’s Community Advisory Board, and leads our community health needs assessment and action planning at Johns Hopkins Bayview Medical Center.

Mr. Ray also has a broader role in community health outreach for the Academic Division of the Johns Hopkins Health System. Within the larger Academic Division, he helps develop and strengthen inter-campus and inter-departmental programs to improve the health of our neighbors and neighborhoods.

Education

Mr. Ray holds a J.D. from the University of Maryland School of Law and has pursued studies at St. Mary’s Seminary, Ecumenical Institute of Theology.

Kiobie works closely with VP Maria Tildon and provides administrative and executive support.

Education

Kiobie has a BA in Political Science from Morgan State University and 15 years of experience as an executive assistant. She is also a current MBA candidate at UMGC.

Julia Schwartz

Communications Manager, Administration and Governance
Julia manages internal and external communications for the GCE team, including the GCE Community newsletter, which is published on a monthly basis. She collaborates with the State team to produce the Showcase Series, which features Hopkins experts discussing a variety of topics with representatives from the State of Maryland.

She also supports the Community Engagement team throughout the year during various events, including the Vernon Rice Turkey Program and Hopkins Night at Camden Yards. Julia works to give guidance to ensure consistent messaging across both teams.

Education

Julia has a B.A. in communications from Manhattan College and a certificate in Data Analytics from Cornell University.

Aleesha Smoot

Sr. Analyst, Economic Impact
Aleesha analyzes the hire and procurement data for the Johns Hopkins’ HopkinsLocal initiative. In addition to HopkinsLocal, she analyzes data for the BLocal collaborative to highlight the impact of over 25 partners in Baltimore City.

She also partners with DCAP (D.C. Community Anchor Partnerships) to provide the necessary data to illustrate Sibley Memorial Hospital’s supplier diversity in D.C.

Education

Aleesha has a B.A. in Economics and an M.B.A. from the University of Maryland, College Park.

Senior Events Specialist, Economic Impact
Blair Taylor began their professional journey as a contract employee with Johns Hopkins University in October 2023 and was thrilled to secure a permanent role with GCE in June 2024.

As the Senior Event Specialist at Goldman Sachs’ 10,000 Small Businesses, Blair excels at curating memorable and impactful experiences for the small business community. They are committed to achieving success through meticulous planning and execution.

Education

Blair pursued their education at Jefferson Community College from 2019 to 2021 and is furthering their business marketing studies at Baltimore Community College.

Maria Harris Tildon

Vice President
Maria Harris Tildon is vice president for state and local affairs for Johns Hopkins University and Johns Hopkins Medicine, where she spearheads Johns Hopkins’ legislative and regulatory agenda in Maryland, Washington, D.C., Virginia, and Florida. In this role, she leads efforts to build and strengthen Johns Hopkins’ relationships with a wide variety of stakeholders, policymakers, business and community leaders, and neighborhood residents.

Prior to joining Johns Hopkins, Ms. Tildon held progressively senior leadership roles with CareFirst BlueCross BlueShield—the largest health insurer in the mid-Atlantic region. Most recently, she served as executive vice president of public policy and government affairs. During Ms. Tildon’s tenure at CareFirst, she managed marketing, internal and external communications, product development and lifecycle, and community investments and volunteering.

Her previous experience includes serving in several senior roles in the Clinton administration at the U.S. Department of Commerce and practicing law at Venable, LLP, as a litigator focusing on white-collar criminal defense matters. Ms. Tildon serves as a trustee on a number of boards of local companies and non-profits, including the Baltimore Gas and Electric Company, an Exelon Company; Baltimore Leadership School for Young Women (“BLSYW”); Northern Virginia Chamber of Commerce; and the Maryland Chamber of Commerce. She also serves on the Advisory Committee of Health Care for the Homeless.

Education

Maria earned a Bachelor of Arts in International Relations from Boston University and a Juris Doctorate from American University, Washington College of Law. She is a Member of the Maryland and District of Columbia Bar Associations.

Will works on policy research and strategic initiatives, the Community Benefit Report for Johns Hopkins Hospital, and the Community Health Needs Assessment.

William received a bachelor’s degree from Johns Hopkins University and an M.B.A. in finance from the Carey Business School.

Leslie Ford Weber

Associate Director, Maryland Government Affairs
Leslie Ford Weber is an Associate Director on the Maryland State team and coordinates the regional legislative agenda at the state and federal levels. She also manages multiple relationships with the local executive and legislative branches and community organizations for both the Johns Hopkins University and Johns Hopkins Health System in two key jurisdictions in Maryland.

Education

Leslie has her Master’s in Public Policy from Georgetown University and her AB from the University of Michigan.

Administrative Specialist
Cambria works with both the Maryland Government Affairs and Baltimore City Government Affairs and Community teams, providing administrative and executive support. Prior to joining Johns Hopkins, she worked in office management and quality assurance.

Education

Cambria has an AA in Business Administration from Howard Community College and has 10 years of experience working in an administrative position.
